Senior Workforce Development Specialist

(Compliance and Performance)

General Statement of Duties

Performs advance professional and oversite activities in research, program development technical guidance, and administration of programs authorized by the current federal workforce development legislation.

Distinguishing features of the Class

An employee in this class provides oversite of program activities and participates in the planning, process and policy development, and managing the four-county workforce development programs in collaboration with the Workforce Development Director.  The employees participate in the planning and policy development phases of the administrative process and spend the majority of the time in providing technical assistance and participating in the daily functions associated with the provision of services to eligible and enrolled program participants.  Employees attend Workforce Development Board Meetings, regional and local training events, assists in the training of staff and contractors, monitor performance and compliance and program quality.   The Specialist provides oversite for case management staff ensuring all required eligibility, service provision, and performance documentation is correctly entered in the internet-based management information system.    This also includes interpretation of federal, state, and local policies, the development and implementation of procedures and providing guidance in difficult case management and eligibility determinations situations.  The specialist continually analyzes policy and procedures and will make recommendations for improvements within the state and federal guidelines governing the current workforce development legislation.  The employee is subject to hazards associated with administrative work that include both inside and outside environments.  Work is performed under the general supervision and evaluation of the Workforce Development Director.
